What is an ATEF?

In an effort to facilitate linkage between schools and the industry NCCER encourages schools to partner with the SBETC (an Accredited Training Sponsor) as an Accredited Training and Education Facility (ATEF). ATEFs include both secondary-and post-secondary schools, vocational and technical schools and colleges. ATEFs may apply for sponsorship by following the procedures outlined in the ATEF Guidelines.

What is an ATU?

As an Accredited Training Sponsor, in an effort to facilitate the health of the industry SBETC may partner with the other existing companies or organizations to sponsor them as an Accredited Training Unit (ATU). ATUs include all organizations not initially created to provide training to the industry. ATUs may apply for sponsorship by following the procedures outlined in the ATU Guidelines.

What are the benefits of being an SBETC Sponsored Training Site?

NCCER Accredited Training Sponsors (ATSs) are the foundation of the NCCER standardized craft training program. As an ATS it is the responsibility of the

  • SBETC to conduct and deliver a quality training program based on uniform standards and criteria. As an ATS, the SBETC offers it’s sponsored training sites the services of a highly knowledgeable and experienced staff. The SBETC offers in-depth training and guidance to its sponsored partners in the implementation and continued operation of their training programs. As part of the sponsorship process, an ATEF/ATU also benefits from the following programs:

    MTICTP (Train-the-Trainer) - Master Trainer Instructor Certification Training Program ensures the uniform and consistent delivery of training. NCCER certifies a Master Trainer, who in turn certifies craft instructors. An NCCER Master Trainer assures that the highest industry standards are being met for instruction. A craft instructor is an individual certified to teach NCCER training programs and assure that these programs continue to meet the standards of instruction set by the industry.
  • National Registry - A national database maintained by NCCER. It lists the names of the individuals who have successfully completed any NCCER standardized construction, maintenance, safety, and/or pipeline training program conducted by an NCCER accredited organization. The National Registry records training completions/assessments/performance verifications, and issues appropriate credentials (transcripts, certificates, and wallet cards). The National Registry assures portability of trainee/participant accomplishments ensuring recognition wherever they go.
  • Automated National Registry (ANR) - The Automated National Registry (ANR) allows accredited training sponsors, accredited assessment centers, assessment sites, accredited training and education facilities, and training units to electronically submit and track training, assessments, and performance verifications through a Web-based system. The ANR will compile data by sponsor and/or assessment center and allows sponsor representatives, administrators, and end-users to access records via the Web for quick and easy confirmation of credentials.

How does an ATEF/ATU program acquire SBETC Sponsorship?

Some of the steps to becoming an SBETC Sponsored site can be done simultaneously and / or be adjusted in sequence to best fit your organizations timeframe and needs. It is highly recommended that you contact the SBETC first before starting the sponsorship process.

  • Complete & send forms 105, 106 and SBETC Sponsorship agreement to SBETC
  • Schedule initial site visit
  • Structure course(s) & order texts
  • Write program policies & send copy to SBETC
  • Certify Instructors
  • SBETC recommends your organization to NCCER for Accreditation under the SBETC as either an ATEF or an ATU.
  • Organization approved.
  • Automated National Registry (ANR) training conducted.
  • Site audits conducted a minimum of once every 12 months.

What are the benefits of being an NCCER Accredited Assessment Center?

NCCER Accredited Assessment Centers are responsible for ensuring the integrity and quality of the National Craft Assessment and Certification Program (NCACP). The goal of the program is to evaluate the competence level of experienced workers, by documenting knowledge and verifying skills. Only NCCER Accredited Assessment Centers may purchase and deliver skill assessments.

How does a training/assessment program become accredited?

Upon receipt, review, and acceptance of required items, the applicant will be awarded candidate status. Within six (6) months of candidate status, an initial audit will be conducted. After an initial audit has been successfully completed and audit report has been approved, applicant organization becomes accredited.

How long does my sponsorship last?

The Sponsorship agreement has no expiration but is rather reviewed to validate continued sponsorship through the requirement of annual reports and site audits. The SBETC reserves the right to withdraw its sponsorship in cases of ATEFs/ATUs non-compliance with NCCER or SBETC program guidelines and requirements.

Are there fees associated with sponsorship?

Yes, there is an application fee for each application and an administrative fee.
